• Multiple municipal organizations in New York State, including county and state wide organizations, have passed resolutions requesting immediate action to protect their citizens against EMP.
• Examples, the Erie County Association of Governments, the Village Officials Association of Erie County, NY, and the New York State Association of Towns (representing 932 towns across the state) all recently passed resolutions asking for action to be taken.

• PURPOSE OF THE BILL: To create the New York State EMP Critical Infrastructure Protection Commission charged with identifying any necessary steps that it believes should be taken by New York State to protect its civilian systems from an electromagnetic pulse (EMP) event.
The NYS Commission would:• educate itself about EMP and EMP threats to New York State’s infrastructures
• gather facts as needed
• make recommendations
• inform local agencies and governments about the hazards of natural and man-made EMP events
• assess the dangers from all EMP threats
• develop a plan to protect the state from an EMP event, as well as responding to the aftermath and recovery after such an event
